Roseville City Council approves tax bonds for community facilities district

The Roseville City Council approved the Westbrook Community Facilities District Tax Bonds for 2023 at the April 19 City Council meeting. According to Roseville Assistant City Manager and Chief Financial Officer Dennis Kauffman, a community facilities district (CFD) "is formed to cover the costs of ongoing maintenance requirements within the district's boundaries, including park maintenance, open space and preserve maintenance, streetscape maintenance, and stormwater management." The Westbrook Community Facilities District was formed in 2014 and has had three series of bonds, according to Kauffman. On Dec. 18 2014, the bond was worth $14,355,000. On July 26 2018, the bond was $11,615,000. On May 2 2019, the bond was $14,010,000. The series 2023 bond is "to not exceed" $4,500,000, Kauffman said. The 2023 bond can be used for various amenities, such as transportation improvements, drainage system improvements, park improvements, open space improvements and utilities. "Proceeds of the proposed bond sale will primarily be used to finance improvements required for phase 3 of the Westbrook Development, most-likely construction of an extension of Santucci Boulevard, north of Pleasant Grove Boulevard," Kauffman said. The Westbrook development will consist of the new Roseville Soccer Complex. The 51-acre complex will include 10 soccer fields and will be a "premiere facility for multiple sports," Roseville Park Planning and Development Superintendent Tara Gee said at a City Council meeting last December. "In addition to serving our local sports needs, the vision of this facility is also to attract regional, statewide and national tournaments, which will be an economic driver for the city." Roseville City Council unanimously passed the bond. City Council also approved the adoption of a schedule of maintenance costs and charges for community facilities districts at the April 19 City Council meeting. The update to the community facilities district schedule occurs every two years to "recover the cost of operations" and "maintenance," and correct inefficiencies in cost recovery, according to Kauffman. According to the staff report, "No new services are proposed, instead the schedule has been updated to reflect the city's current cost of providing maintenance related services for CFDs." Roseville City Council also unanimously passed the schedule.
