Pair arrested with mail stolen from Folsom, El Dorado Hills

Two Stockton residents were arrested March 5 on suspicion of mail theft in the Palladio shopping center in Folsom. Folsom Police officers, with the Problem Oriented Policing unit, were patrolling the shopping center when an officer noticed a female patron acting suspiciously as she entered Nordstrom Rack. According to Folsom PD, the officer approached the parking aisle she came from and noticed a male in a nearby vehicle begin to act suspiciously. The male suspect provided a fake name and stated he was from the Stockton area when the officer spoke to him. The police department reported the officer noticed a package in plain view within the vehicle that was postmarked and had a Folsom address. The individual, identified as Rubin Carrillo, 42, was detained as the officer suspected the package may be stolen. The Folsom Police reported officers in Nordstrom Rack were alerted by employees that the female suspect was seen stealing clothing and detained Mariah L. Marshall, 28. Due to her parole status, a search of the vehicle was conducted and revealed a large garbage bag that contained more than 500 pieces of mail from the Folsom and El Dorado Hills area in the trunk. Carrillo was arrested for giving false identification to a police officer and receiving stolen property. No in-custody information was located for Carrillo. Marshall was arrested for receiving stolen property and outstanding warrants. Marshall remains in custody and is ineligible for bail. She is scheduled to appear in court on March 14. Folsom PD confirmed the mail theft was referred to the U.S. Postal Inspectors to complete an investigation. The police department also issued a reminder to residents to pick up mail daily to guard against mail theft, and to consider stopping mail delivery with the United States Postal Service or ask a trusted neighbor or friend to collect it if they plan to leave town for a few days.
