Delmar Farms subdivision proposed for Loomis Town

Plans were submitted last month to Loomis Town for the proposed 98-acre, 24-lot Delmar Farms custom home subdivision. The five combined parcels of vacant land are located between Delmar Avenue and Bankhead Road at Sierra College Boulevard, Loomis planning staff said. The area is bordered by Sierra College Blvd. to the north, Loomis town limits to the south, Bankhead Road on the east side and the Union Pacific railroad tracks on the west side near Delmar. As proposed by Mike Fournier and Mima Capital LLC of Granite Bay, the plan calls for 18 4.6-acre lots zoned residential-agricultural, plus six 2.3-acre, residential-estate lots. All the lots are intended for custom, single-family homes with auxiliary dwelling units and outbuildings, Loomis staff said. Roughly 84 new residents are expected with Delmar Farms, assuming a 3.5-person family average. "Those lots designated RA will be governed by a homeowners association, with associated design guidelines," the developer reported. The Delmar Farms project is planned in three phases, according to the report. Two dead-end street entrances are planned off Delmar Avenue, with another cul-de-sac entrance added off Bankhead Road, authorities said. Surrounding land uses include industrial to the south. "Single-family residential" zones are on the west, north and east sides, staff said. The project needs to be approved by other agencies involved, such as utilities. No environmental issues were reported. As far as wildlife goes, birds seen on the property include red-tailed hawk, red-shouldered hawk, California quail, wrentit, kildeer, northern flicker, American crow, Brewer's blackbird, Nuttall's woodpecker, bushtit, black phoebe, European starling and mourning dove, according to the report. Animals seen on the site include coyote, black-tailed jackrabbit, black-tailed deer and Botta's pocket gopher. The area features interior live oak and valley oak. Blue oak and foothill pine are present but less frequent, staff said. The entire package of required applications are available for view on the Loomis website, including environmental documents.
