Deputy pleads guilty to sex with Folsom teen, returns to court Sept 23

A Sacramento County Sheriff's deputy pleaded guilty last Wednesday to one count of unlawful sexual conduct with a minorShauna Bishop, 46, will be required to register as a sex offender, the Sacramento County District Attorney's Office said in announcing the plea on July 22. Bishop was arrested in June 2019, several weeks after she spent the night with the boy at his mother's house.Four out of five charges were dropped, three of which were unlawful sexual conduct with a minor, as well as a misdemeanor count of annoying or molesting a child. The victim was the 16-year-old son of Bishop's ex-boyfriend at the time.At the time of the reported incident, the boy's father — who also worked for the Sheriff's Department — had recently ended a relationship with Bishop. According to court documents, he had told his ex-wife that "he was uncomfortable with the way Bishop behaved around their teenage son." Later, court documents revealed specific information, including that she had walked around naked while the boy was in their home.The boy's mother reportedly had established a friendship with Bishop and had previously invited the deputy to her home to participate in a discussion with the boy about his drinking and marijuana use, court documents said.According to the reports, after the discussion, Bishop and the mother went to sleep in the mother's bedroom. Both said they took the sleep drug Ambien. The mother said Bishop remained in bed the following morning until the boy went to school and then she left around 9:30 a.m.Two weeks later, the victim's 19-year-old sister, who was home from college, revealed to her mother that the boy told her he had sex with Bishop that night. The mother then called Folsom Police.During the investigation, police had the mother call Bishop and ask her about that night. Bishop eventually admitted that though she claimed she had no memory of the sex, the boy had told her in a phone call the following day that they had intercourse and oral sex in his room while his mother was asleep."I thought it was a dream. I've been so sick over it," Bishop reportedly told the mother.In statements to the boy as well as to investigators, Bishop suggested she had been under the influence of the Ambien.Bishop also reportedly told the boy that the encounter had been prompted by sex videos she had watched. Police investigators reportedly found on her phone several searches around the time of the incident for "stepmom/stepson related pornographic videos."Bishop, who has been with the Sacramento County Sheriff's Office for five years, has been on administrative leave. She is scheduled to return to court to be sentenced on Sept. 23.
