Roseville PD uncovers $4.5 million of EDD fraud

After six months of investigation, the Roseville Police Department Crime Suppression Unit, along with several local, state and federal law enforcement agencies, arrested organized crime leader Bruce Anderson, 42, of Suisun City for several million dollars in Employment Development Department (EDD) fraud. The Placer County Probation Department, Hayward Police Department, Suisun City Police Department, Fairfield Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Employment Development Department, Investigator Eng, Placer County District Attorney's Office and the U.S. Marshall Taskforce assisted with the arrest of Anderson and his co-conspirators. On Nov. 8, 2020, the Roseville Police Department conducted a traffic stop of Anderson's 2017 Porsche Panamera near Highway 65 and Pleasant Grove Boulevard, according to Roseville Police Department public information officer Rob Baquera. Also in the vehicle was Candice Carty, 28, of Suisun City and two minor children in the backseats, according to Baquera. Upon a search of the vehicle, officers discovered $11,000 in cash, packaged drugs, a loaded .40 caliber handgun and about $90,000 in jewelry, according to Baquera. The children were placed under Child Protective Services, according to Baquera, and Anderson and Carty were placed in the South Placer Jail where they later posted bail. Due to the large amount of cash and drugs that were seized, the Roseville Crime Suppression Unit continued their investigation of Anderson and Carty, according to Baquera. With the help of several law enforcement agencies the Roseville Crime Suppression Unit executed at least four search warrants on Dec. 20, 2020 for locations in Fairfield and Hayward. Anderson and Carty were arrested again because of outstanding arrest warrants in Placer County stemming from the traffic stop on Nov. 8, according to Baquera. During the search of the four locations on Dec. 20, 2020, according to Baquera, the Roseville Crime Suppression Unit seized: - Approximately $200,000 in cash - Approximately $200,000 in personal property - Approximately a quarter pound of cocaine - Approximately three ounces of MDMA/Ecstasy - Approximately 2,000 Xanax bars - Two firearms which were a full automatic assault rifle and a "Ghost" Glock - Evidence of a large scale Employment Development Department (EDD) fraud network with approximately 200 known victims - Evidence of a human trafficking ring consisting of multiple victims - Evidence of manufacturing fraudulent credit cards. Anderson was found by the Roseville Crime Suppression unit to be the leader of the crime organization responsible for all of the evidence found during the searches, according to Baquera, including the application of $4.5 million of EDD benefits of which $2.3 million was successfully withdrawn. According to Baquera, the Placer County District Attorney's Office will charge Anderson with several charges, including human trafficking, grand theft and pimping. Anderson was arrested on Dec. 22 by the Roseville Police Department and is currently being held at the South Placer Jail, according to Placer County Corrections records. Alicia Alexis, 32, of Suisun City, Sean Gray, 31, of Vallejo and Robert Adams, 28, of Fairfield are still at large and are actively being searched for by the U.S. Marshall Taskforce and local authorities, according to Baquera. According to Baquera, all three are wanted for: - grand theft - possession of narcotics while - possession of an assault weapon - possession of a "ghost" gun - possession of cocaine for sale - possession of MDMA for sale - possession of alprazolam for sale - identity theft - Conspiracy to commit identity theft - Conspiracy to commit EDD fraud.
