Placer redistricting commission to recommend A, C2 and Hybrid maps

The Placer County Advisory Redistricting Commission held its final meeting Wednesday to review map alternatives that will be recommended for the Board of Supervisors' consideration Nov. 30. Placer County Senior Planner Nikki Streegan provided the commission with a summary of the maps selected at the Nov. 4 meeting - map alternatives A, B, B2, C2 and P1C - and introduced the newest submitted map, B.2-P1C Hybrid. According to Streegan, the hybrid map was a result of the collaboration of the Placer residents who submitted other public-generated maps and has a deviation of 4.61 percent, per county staff's calculation. The map includes Lincoln being split between Districts 2 and 3, Rocklin being in District 3, District 5 coming down to Highway 193 to pick up Hidden Falls Regional Park and keeping Granite Bay, Loomis, Penryn and Newcastle together. "I am pleased to say that a collaborative effort of some of these groups came together to find a way forward that would address the majority of the concerns and would have the right outcome for all the residents of Placer County," resident Wayne Nader said during public comment. "I want to commend Amber Beckler, Julia Sweeney and Lisa Larkin for the incredible work that was accomplished in the last six days to develop a map that reflected the right balance of respecting both the integrity of neighborhoods and communities of interest." The commission received 20 comments from the community, with at least 15 in support of the hybrid map. "I'm really proud of how the community came together and tried to think of an alternative that is from the people. I'm a fan of that, I think that's good. I like the hybrid map," Commissioner Nathan Herzog said, noting the public helped identify communities of interest. Other comments noted support for map alternatives A, B, D and C2. Following public comment, Commission Chair Anders Hauge read a statement provided by Commissioner Daniel Woodward, who was absent, in favor of map Alternative D. The commission discussed its concerns at length, including avoiding the alienation of cities, preventing a split of the agricultural community and keeping Roseville down to three districts. The commission decided to recommend the following maps to the board: Alternative A for the consideration of Roseville and Sun City in Lincoln. Alternative C2 to keep the ag community together as much as possible. Hybrid map to incorporate the findings of the public. The commission also directed staff to generate a fourth map to be recommended to the board that includes the following: keeping the Loomis Basin together, expanding a district further north to include the agricultural area in the Ophir and Bald Hill area, keeping Roseville together south of Baseline Road, keeping Lincoln as a separate community and expanding District 3 to include the Sunset Ranch area. The commission confirmed if the deviation for this map option works, this will be the preferred map per its discussion. Deputy County Counsel Clayton Cook confirmed the commission's recommendations will be presented to the board, along with all 14 map alternatives, on Nov. 30.
