Placer County District Attorney's Office not to charge Leopold

A Placer County District Attorney's Office investigation found no evidence of any criminal or wrongful intent by former Placer County CEO Todd Leopold in a March 22 fatal pedestrian collision in Rocklin. According to a report released Tuesday by Placer County District Attorney Morgan B. Gire: "After reviewing the case, the District Attorney's Office declines to pursue criminal charges because there is insufficient evidence to prove beyond a reasonable doubt that a crime occurred. This decision is subject to reexamination should material evidence change or be revealed through any additional investigation." As reported in previous Gold Country Media articles, a vehicle struck high school senior Anthony Williams on March 19 while he was walking in the Lonetree Boulevard and Adams Drive roadway that night. Williams died shortly after at Sutter Roseville Medical Center from his injuries. Williams, 18, played basketball for Inderkum High School and the Youth Basketball Academy in Rocklin. He attended school in the Rocklin Unified School District before transferring to Inderkum High School his senior year. The Rocklin Police Department completed its investigation May 10 on the fatal collision. The department's investigation determined that the driver, Leopold, was not at fault and that no criminal charges would be requested after an evidence review and witness accounts, according to a May 11 news release. On May 13, the Placer County District Attorney's Office announced that the Rocklin collision would be reviewed by the office in an independent review to determine any potential criminal liability, as is the process when there is a fatality. The Placer County District Attorney's Office investigation reviewed reports, audio files and bodycam videos associated with the Rocklin Police Department's investigation, according to the District Office on Tuesday. Gire's report released Tuesday included: "This office has had multiple experienced prosecutors independently evaluate the evidence in order to arrive at the best and most informed decision possible. Although this process has been lengthy, it has ensured that all evidence and interests involved have been considered in the final decision."
