Kenneth Glotzbach's sentencing set for January

Former city of Roseville wastewater employee Kenneth Glotzbach's sentencing for misusing public funds has been continued to next year, according to Placer County District Attorney's Office spokeswoman Stephanie Herrera. Glotzbach's original sentencing was scheduled for Nov. 18, continued to Dec.16 and continued again to Jan. 23 at 1:30 p.m. at the Placer County Superior Court. According to Herrera, Dec. 16 "had a lot on the calendar and there was an expectation of a lot of discussion on" Glotzbach's sentencing "terms," so the court "wanted to give it more time." Glotzbach was arrested and booked into the South Placer Jail in November 2021 after accusations of misusing the public's funds, according to past Gold Country stories. He was released on a $20,000 bail, according to Roseville Police Department public information officer Rob Baquera. Glotzbach was charged with five counts of embezzlement of public money, according to Placer County Chief Assistant District Attorney David Tellman. Glotzbach pled not guilty in December 2021. A Dec 22, 2021 Gold Country Media article, "Roseville wastewater official accused of misusing public funds pleads not guilty," reported, "According to a 30-page police declaration in support of an arrest warrant, Roseville Police Lt. Kelby Newton said that as an assistant director of wastewater for Roseville Environmental Utilities, Glotzbach billed the city of Roseville, Placer County and the South Placer Municipal Utilities District a total of $307,737.27 of fraudulent invoices, credit card charges and public funding from 2018 to 2021." In that article, Newton said Glotzbach met Environment Protection Agency employee Marisa Tricas at a conference in Washington D.C. in 2018. "Glotzbach allegedly convinced the city of Roseville to approve funding of misrepresented tasks to temporarily hire Tricas at an independent consulting firm where Glotzbach oversaw her work and later at the city of Roseville," Gold Country Media reported in a Feb 11, 2022 article, "Kenneth Glotzbach's criminal case in early status conference." Glotzbach used his city-issued credit card to pay for Tricas' moving expenses prior to her employment and billed the city of Roseville for her Lincoln Law School expenses from 2020 to 2021, according to the article. The police declaration included evidence such as emails, invoices and interviews with those involved, including "the city's HR director, an Environmental Utilities Division management level administrator, the Lincoln Law School chief financial officer and Glotzbach," Gold Country Media reported in the Feb 11, 2022 article.
