Rocklin incident report: 9 drug-related arrests, 4 DUIs

Nov. 27 Jeffrey Charles Swartz, 63, was arrested at 1:10 a.m. on suspicion of driving while under the influence of alcohol and driving with a blood-alcohol level above the legal limit on Whitney Ranch Parkway at Whitney Oaks Drive. Nov. 26 Rakesh Kumar, 50, was arrested at 10:52 p.m. on suspicion of domestic battery on the 5900 block of Willowynd Drive. Linda Marie Paredes, 32, was arrested at 10:52 p.m. on suspicion of domestic battery on the 5900 block of Willowynd Drive. Danel Evan Davenport, 43, was taken into custody at 4:28 a.m. for an outstanding misdemeanor warrant on Stanford Ranch Road at Stanford Village. Alexander Hadi Yahia Chehade, 21, was arrested at 3:21 a.m. on suspicion of possession of a narcotic controlled substance and for an outstanding misdemeanor warrant on the 2200 block of Plaza Drive. Armond Moosakhanian, 38, was arrested at 12:15 a.m. on suspicion of driving while under the influence of alcohol and driving with a blood-alcohol level above the legal limit on Taylor Road at Eureka Road. Nov. 25 A Rocklin police officer was patrolling a local shopping plaza off Sierra College Boulevard and Interstate 80 when he observed a subject quickly exit a store, and then walk away from a vehicle that was possibly associated to him. This all occurred after the suspect saw the officer's patrol vehicle. The officer contacted the three occupants of the vehicle and discovered one occupant had a no-bail warrant for theft. Drug paraphernalia was observed within the vehicle. A search of the vehicle yielded suspected indicia of narcotic sales. The subject earlier seen walking away from the vehicle was now known to be associated, and a search was conducted for him. A department UAS (drone) located him hiding within the shopping plaza, and he was detained. Initially providing false personal information, his true identity revealed he had numerous outstanding warrants, including manslaughter. Arrested were Michael Livermore, 39 of Oroville, Genavive Foraker, 31, of Oroville, and Jennifer Ragsdale, 50, of Red Bluff. Besides warrants for Livermore and Ragsdale, fresh charges for the investigation include possession of narcotics for sale, transport of narcotics for sale, false impersonation of another, possession of drug paraphernalia, and conspiracy. William Spencer Bancroft, 26, was arrested at 11:54 p.m. on suspicion of driving while under the influence of drugs on Pacific Street at Oak Street. Brian Lee Aller, was taken into custody at 8:30 p.m. for an outstanding misdemeanor warrant on the 5400 block of Crossings Drive. Kayla Kirsten Moles, 35, was taken into custody at 8:30 p.m. for an outstanding misdemeanor warrant on the 5400 block of Crossings Drive. Shaena Ann Babcock, 38, was taken into custody at 2:27 p.m. for an outstanding misdemeanor warrant on the 5400 block of Crossings Drive. Nov. 24 Qirra Milan Moultriepedersen, 21, was arrested at 4:37 p.m. on suspicion of providing false identification and for outstanding felony and misdemeanor warrants on the 5100 block of Commons Drive. Nov. 23 Lorenzo Delarosa, 57, was arrested at 2:33 a.m. on suspicion of transporting a controlled substance, possession of a controlled substance for sale and possession of unlawful paraphernalia on Sunset Boulevard at Placer Corp Drive. Nov. 22 Austin William Thomas Narrin, 39, was arrested at 10:31 p.m. on suspicion of driving while license is suspended for a prior DUI and for outstanding misdemeanor and felony warrants on the 5500 block of Schriber Way. Nov. 20 Heidi Francis Adcockarasomwan, 50, was arrested at 8:41 p.m. on suspicion shoplifting and for an outstanding misdemeanor warrant on the 2100 block of Sunset Boulevard. Nov. 19 Joseph David Bell, 53, was arrested at 11:55 p.m. on suspicion of possession of a controlled substance while armed with a loaded firearm, possession of controlled substance without a prescription, possession of unlawful paraphernalia, possession of a narcotic controlled substances, possession of a controlled substance and carrying a concealed weapon in a vehicle on the 4800 block on Granite Drive. Nov. 18 Anthony Thomas Mericle, 32, was arrested at 9:25 a.m. on suspicion of possession of unlawful paraphernalia, possession of a controlled substance, possession of a narcotic controlled substance and for an outstanding misdemeanor warrant on the 4400 block of Rocklin Road. Nov. 17 Sacy Diallo, 22, was taken into custody at 12:15 p.m. for an outstanding felony warrant on the 5600 block of Pacific Street. Nov. 16 Michael Alan Gilson, 59, was arrested at 8:13 p.m. on suspicion of driving while under the influence of alcohol and driving with a blood-alcohol level above the legal limit on the 6700 block of Five Star Boulevard. Ernest Munoz, 55, was arrested at 3:07 a.m. on suspicion of transporting a controlled substance, possession of a controlled substance for sale, possession of unlawful paraphernalia, possession of burglary tools, being a restricted driving operate a vehicle without an interlock device and for driving with a suspended license on the 4000 block of Kannasto Street. Nov. 15 Markdoningo Delacruz Uy, 44, was arrested at 9:29 p.m. on suspicion of domestic violence on the 700 block of Gray Dawn Drive. Darren Michael Carda, 29, was arrested at 5:15 p.m. on suspicion of shoplifting on the 1100 block of Douglas Boulevard. Orlando Amaral Panuco, 32, was arrested at 4:30 p.m. on suspicion of possession of unlawful paraphernalia and possession of a controlled substance on the 5600 block of Pacific Street. Marteen Espinoza, 22, was arrested at 12:20 a.m. on suspicion of possession of a firearm, carrying a loaded handgun that they are not registered to own and carrying a concealed weapon in a vehicle on I-80 at Rocklin Road.
