Loomis men receive life without parole for sexual assault of child

Stephen Mark Stubbs, 61, and Brandon Michael Frank, 33, of Loomis, were sentenced to life in prison without the possibility of parole Thursday for multiple charges, including lewd acts on a child, forcible lewd acts on a child under 14 and possession of child pornography. Stubbs and Frank reportedly assaulted a minor and recorded many of their acts on video. The Placer County District Attorney's Office previously reported Stubbs was already registered as a sex offender due to a prior conviction but failed to register in Placer County to reflect his move into Frank's home in Loomis. The Placer County Sheriff's Office receive a cyber tip from the National Center for Missing and Exploited Children in February 2020, which revealed content featuring two adult men committing sexual acts upon a child that had been uploaded to a cloud-based storage site, directing them to investigate an address in Loomis. The DA's Office previously reported the investigation revealed the victim endured years of grooming, mental suffering and abuse at the hands of Stubbs and Frank. The DA's Office confirmed the pair's charges also included allegations of administering a controlled substance to the minor and engaging in tying and binding the victim during the commission of the crimes.
