Developer gets approval from Council for subdivision final map in Folsom Ranch

The Folsom City Council approved the final map and infrastructure agreement Tuesday for the 100-home, high-density project developed by the building company "Toll Brothers" at Folsom Ranch Phase 2B subdivision, south of Highway 50. The Toll Brothers Phase 2B neighborhood is located on the north side of White Rock Road, east of Oak Avenue Parkway and south of Mangini Parkway. The streets being worked on include Valley View Lane, Sunny Oaks Drive, Meadow Crest Drive, Salvia Lane, Creekwood Drive and Oakridge Lane, according to the map. Luxury home-builder Toll Brothers features the Preserve at Folsom Ranch and Regency at Folsom Ranch 55-plus active senior village. The agreement requires Toll Brothers to construct $2.75 million in infrastructure improvements. Public improvements include streets, sidewalks, curbs, gutters, bike lanes, storm drainage, sewers, water, utilities, landscaping, public lighting, parks and recreation facilities. Toll Brothers Phase 2B will create 100 single-family, high-density residential lots, staff said. "With the approval of the final map, the subdivision process for this phase will be complete," Community Development Director Pam Johns said in the report. The final map and conditions of approval for the Toll 2B have been reviewed by the Community Development Department and other city departments. The final map was found in substantial compliance with the vesting tentative map and all conditions were satisfied, staff said. This subdivision is consistent with the Folsom Ranch Specific Plan in regard to zoning and unit count. Folsom Ranch is altogether 3,520 acres bound by Highway 50, White Rock Road, Prairie City Road and the El Dorado County line. The Folsom Plan for the area was adopted in 2011, with several amendments since. The first unit was occupied in 2019. In total, the plan calls for 11,461 homes, with an additional 27,510 residents added to the Folsom population. The plan features 6.7 dwelling units per acre and 2.8 million square feet of commercial space, staff said. Neighborhoods include Broadstone Estates, Enclave at Folsom Ranch, Folsom Heights, Mangini Ranch, Russell Ranch and White Rock Springs Ranch. The Folsom City Council unanimously approved the non-controversial item Tuesday during the regular twice-monthly meeting.
