Shanti Landon guest editorial: A look back at 2024

As 2024 draws to a close, I find myself reflecting on a year of growth, challenges and progress for Placer County. While this year has been one of both hard work and meaningful achievements, we've faced new obstacles – from grappling with onerous state housing mandates to struggles with transparency and accountability on the topic of homelessness. As your supervisor, I'm incredibly proud of how we've come together to face these hurdles, and I look forward to what we can accomplish in the coming year. Regional forensic lab coming to Placer County – Earlier this year, the Board of Supervisors voted to move this project into its first phase of planning. This state-of-the-art facility will significantly enhance our law enforcement's ability to process evidence more efficiently, reducing backlog times for criminal cases. The facility is anticipated to be 30,000 square feet and have dedicated space for the future CSU campus to utilize. The lab will provide forensic students hands-on experience and training opportunities through the university's criminal justice program while also being a key part of the solution to local criminal justice forensic needs. It will also be designed to serve counties around the region, similar to the model used for the county's coroner facility. Support for Proposition 36 – The board unanimously passed a resolution before the November general election supporting Proposition 36, a ballot measure designed to reform our criminal justice system by enhancing penalties for repeat offenders while offering treatment for non-violent crimes. This support reflects our belief in a balanced approach to reducing crime and aiding rehabilitation. The resolution was a clear message that Placer County stands for both accountability and compassion in addressing criminal behavior, aligning with the broader state initiative that was overwhelmingly approved by voters. The proposition passed with incredibly strong support throughout the state and is now being implemented. Request for a review of homeless services – Recognizing the complexity of homelessness in our region, I initiated a request for a review of Placer's homeless services, including spending and outcomes. This aims to evaluate how effectively our resources are being utilized and where improvements can be made. The goal is to ensure that every dollar spent is making a tangible difference in the lives of those who need it most. This proactive step is vital as we continue to tackle this multifaceted issue with a data-driven approach, seeking to enhance our programs and partnerships and provide transparency to the public. Legislation for foster youth – As the parent of children adopted from foster care, I'm passionate about our foster and adopted youth and families. I had the opportunity this year to work with Assemblyman Joe Patterson to bring forward legislation (AB 2255) which would extend benefits for those adopted out of foster care. The bill made it through the Human Services and Judiciary committees unanimously! We were proud to have this support, and while it didn't make it through appropriations, I hope to be able to work with Assemblyman Patterson's office in the future to revisit it. Hidden Falls Park Trails Expansion – In September, the board approved Phase Two of the Hidden Falls Regional Park Trails Expansion Project. The project will provide trail connectivity between the existing Hidden Falls Park and the parking area currently being constructed at 5345 Bell Road. The park currently has 1,200 acres of open space and 30 miles of trails, and will have 600 new acres of oak woodland and eight miles of new trails. National Association of Counties Agriculture Committee – Finally, I was very thankful to be appointed to the National Association of Counties (NACo) Agriculture and Rural Affairs Policy Steering Committee this year! This committee is responsible for NACo policy on all matters pertaining to agriculture, rural development, US Department of Agriculture programs, rural energy development, food safety and conservation programs. I have truly been enjoying this committee and have also been able to participate in the Rural Action Caucus. I'm learning a lot and excited to be able to advocate for our county and other rural counties at the national level. As we move into 2025, I would like to say thank you once again for allowing me to serve on the Placer County Board of Supervisors. It is my honor and privilege to serve our community! I remain committed to transparency, efficiency and advocating to enhance the quality of life of all residents. Merry Christmas, happy holidays, and happy New Year! Shanti Landon is the Placer County District 2 Supervisor.
