Placer County Veterans Monument designer receives recognition

Rick McCarter recently was honored with five certificates of recognition presented by Bryan Ludwig, vice president of the Placer County Veterans Monument, at a Sienna Restaurant luncheon. A certificate was given from each level of government that was directly related to the construction and celebration of the Placer County Veterans Monument. Certificates presented were from Placer County Veterans Monument Board, Lincoln Mayor Holly Andreatta, Placer County Supervisor Shanti Landon, California Assemblyman Joe Patterson and Congressman Kevin Kiley. McCarter is relocating to Georgia to be with family and relatives. "We needed to show Rick how much the board and all of Placer County appreciate his construction effort before he moved," said Don Witt, past president. McCarter is a Roseville resident and former Roseville employee. As a board member and civil engineer, he designed the Placer County Veterans Monument, identified vendors, contractors, builders and was the PCVM project manager during construction. His efforts on the project were greatly appreciated and instrumental in the successful construction. The monument has 13 total panels, each of which contains 96 plaques. Panel #8 will be unveiled Tuesday, Nov. 11, 2025. Five panels remain and need to be filled with names.
