Hope Way Apartments appeals on tap for Placer Supervisors

The Placer County Board of Supervisors will spend its final meeting of the year considering the appeals of the Hope Way Apartments project slated for Penryn. The 240-unit affordable housing project is proposing 12 three-story buildings with a mix of one-, two, three- and four- bedroom energy-efficient units to serve qualified individuals and households in need of affordable housing. The project would include two manager units, two play structures and two clubhouses/recreation centers on the 11.43-acre site as well. On Oct. 16, the Placer County Planning Commission halted the project with a 3-2 vote, with one abstention, on the design review agreement, as well as a tie vote on the eighth concession requested for the complex. The eighth concession requested a deviation from the Horseshoe Bar/Penryn Community Plan for the level of service at the Penryn Road/Interstate 80 westbound ramp at Boyington Road during peak traffic hours. An appeal was filed by the applicant, USA Properties Fund Inc., and Placer Citizens for Neighborhood Rights, a coalition of individuals concerned about the Placer County Housing Element and its impact on Penryn, on Oct. 24. A third appeal was also filed on Oct. 27 by YIMBY Law, a non-profit whose mission is to increase the accessibility and affordability of housing in the state. According to the agenda posted Wednesday, the project appeals consideration is the only time-scheduled item for Tuesday's meeting. Tuesday will be a busy day in Placer County, as the Department of State Hospitals has scheduled a community meeting in relation to the potential placement of sexually violent predators William Stephenson and Gregory Ding in the county. That meeting is scheduled for 1:30 p.m. in the Community Development Resource Building, 3091 County Center Drive in Auburn.
