Rocklin Public Market gets shared parking agreement

Parking should be no hassle at the proposed Rocklin Public Market downtown after developers worked out a sharing agreement with the city. The Rocklin City Council approved the parking partnership with G3 Concepts during the Jan. 27 meeting. Developers are scheduled to begin construction on the project this fall, staff said. The project at the three-acre, Big Gun Quarry site includes a two-story retail building, a two-floor market hall, a three-story, mixed-use building with 20 apartments and two-story brewery and restaurant. "It's a good infill project. I'm looking forward to seeing this come out of the ground," said Roseville Realtor Alex Dyer on social media. The project also includes a new parking lot designed to function together with nearby city-owned parking areas. The Big Gun site is located at 5255 Pacific Street in Rocklin. Directly behind Rocklin City Hall, the Big Gun Quarry was the last operational open-pit granite mine in the area. For decades the site featured several large quarry structures, including the Big Gun cutting shed, related buildings and various mining equipment. All of that was removed by the city in 2017, authorities said. The parcel has been owned by the Successor Agency to the former Rocklin Redevelopment Agency. The City Council, acting as the agency, entered into a purchase agreement with G3. G3 Concepts specializes in commercial and multifamily projects, including the San Luis Obispo Public Market. The developer owns and operates the SLO Market, featuring more than 20 business types, staff said. One condition to closing the Big Gun sale is that the city and G3 have a parking agreement, allowing the market to take advantage of city lots nearby. "The proposed shared parking lot use agreement creates advantages for both the city and G3. The project is able to ensure adequate parking for all uses," said Rocklin Assistant City Manager Andrew Keys in the council report. Rocklin will get substantial improvements to the unimproved, gravel parking lot for free, yielding about 88 spaces. The agreement also give G3 access to 63 more developed parking spots in the city's paved lot next door. The city retains rights to both parking lots for event parking, such as Quarry Park concerts and emergencies, staff said. The agreement also continues to allow Quarry Park Adventures to share. The developer plans 85 onsite parking spaces. Of these, G3 would build 37 residential parking spaces with four attached private garages, staff said. That includes 16 covered carport spaces and 17 uncovered.
