Roseville releases draft of Phillip Road Site EIR

The city of Roseville released the draft environmental impact report Feb. 3 for the 183-acre Phillip Road Site in northwest Roseville. As proposed, the project includes a mix of residential, commercial zones and tech-related "innovation" industries. The proposal features low- and high-density homes for 662 total dwelling units, according to the report. The commercial portion of the plan includes about 51,000 square feet of buildings, parking and landscaping, while the innovation center features more than 1 million square feet of workspace. Panattoni Development submitted revised plans last October. The previous "Roseville Industrial Park" project was withdrawn last year after local public outcry, officials said. The former project included a major trucking center. Some nearby residents were upset, arguing a commercial truck depot does not belong in a residential neighborhood near schools, among other issues. The revised plan reduces truck traffic by at least 75 percent and instead focuses on industries with a very low amount of truck trips. Examples include research and development, advanced manufacturing and bio-life sciences, Panattoni officials explained. The new plan also creates a 1,000-foot setback between the Winding Creek neighborhood and the industrial center. Thirty acres of parks and trails are also planned. The draft EIR for the Phillip Road project is available for a 45-day public review and comment period through March 23, authorities said. The Roseville Planning Commission is also scheduled to take public comments at the March 12 meeting. "Panattoni Development has remained committed to transparency and to shaping a project that reflects community priorities," said spokesperson Abbie Werthheim in an email. "We encourage interested parties to review the city's environmental analysis and participate in the public comment process."
