Grocery Outlet plan moves forward in West Roseville

City officials approved plans last week for a future Grocery Outlet store in West Roseville. The Roseville City Council approved the Grocery Outlet parcel map Feb. 18 for the three-acre site at 1751 Pleasant Grove Blvd. The parcel map creates three lots for development. The Roseville Development Services – Engineering Division reviewed the map and found it in compliance with the subdivision map act, and city law and all conditions have been met. There is no fiscal impact to the city general fund with the parcel map, and acceptance of easements and right of way are consistent with the 2023 plan. According to Roseville Associate Planner Sean Morales, the 3.1-acre Grocery Outlet property is currently zoned as community-commercial and located at parcel WW-40 in the North Roseville Specific Plan Area. The North Roseville Specific Plan first phase was established in 1997, the second in 1999 and the third phase in 2000, according to Press-Tribune archives. After a lively public hearing, the Roseville City Council denied an appeal to the controversial Grocery Outlet approval of 2023. Staff said the North Roseville Specific Plan includes 6,072 single- and multi-family homes, 82 acres of commercial land, 118 acres of parks, 183 acres of open space and 68 acres of public space. The plan intends to house 15,423 residents and create 1,215 jobs. The project proposed the 16,000 square-foot grocery building and a 4,600 square-foot freestanding pad building. The parking lot for the Grocery Outlet was set in 2023 to include 116 spaces, officials said. Founded in 1946, Grocery Outlet is a close-out retailer offering discounted or overstock name brands and fresh products with more than 500 stores. The chain uses a unique independent operator model where local owners manage their locations, authorities said. The Roseville City Council approved the parcel map during the non-controversial consent agenda Feb. 18.
