An overview of Placer Hills, Newcastle Fire Districts reorganization

Background and public hearing On Feb. 11, 2026, the Placer County Local Agency Formation Commission (LAFCO) held a public hearing to consider approval of a reorganization proposal initiated by a joint resolution of Placer Hills Fire Protection District (Placer Hills FPD) and the Newcastle Fire Protection District (Newcastle FPD). The proposed reorganization consists of the dissolution of Newcastle FPD and the concurrent annexation of its jurisdictional territory to Placer Hills FPD, which would serve as the successor agency. The LAFCO commissioners approved the proposed reorganization unanimously. I think it is important for the residents of the Newcastle FPD to understand what this reorganization will mean to them. In 1997, the voters in Newcastle FPD approved Measure F, an annual parcel tax of $105 per parcel. In 2012, voters approved Measure B with an annual parcel tax of $196 per parcel. Measure B was brought forward by a group of concerned residents who saw the need for a Newcastle fire station, and it now has the first fire station in the district's history. Today's annual assessment for Newcastle FPD is $301. In 2019, voters in the Placer Hills FPD approved Measure A, an annual parcel tax of $220 per parcel. In 2025, LAFCO contracted with Ridgeline Municipal Strategies to conduct a fiscal analysis of the proposed reorganization. The study concluded that, when combining revenues and expenses for both districts and considering opportunities for expense reduction, the reorganized district would initially experience an operating shortfall. To address the deficit, the reorganization suggests extending the Placer Hills Measure A special tax ($220) to Newcastle while keeping Newcastle FPD's Measures F and B unchanged. If this proposal stays in place, the $220 extension will increase the costs for Newcastle property owners from the current annual $301 to $521. Additionally, each of the voter-approved special taxes includes an annual inflationary adjustment (escalator) clause. Therefore, each of the voter-approved special taxes are subject to future annual increases. The Ridgeline study states Newcastle FPD is in a dire financial operating deficit, estimated at $185,000 per year. Without immediate action by district management to lower expenses and/or generate additional revenues, Newcastle FPD is expected to run out of cash and become financially insolvent by fiscal year 2028. Placer Hills FPD has three fire stations (two staffed and one unstaffed) and an administrative office building. Most of the stations are aging, and none of the stations are appropriately configured, lacking dual gender accommodation, adequate space or sufficient crew accommodation. Placer Hills FPD has identified Station 84 in Meadow Vista as in need of replacement, but a source of funding has not been identified. Should this reorganization of Placer Hills FPD and Newcastle FPD move forward, the initial Board of Directors of the reorganized district will be composed of three of the existing five directors of Placer Hills FPD and two existing directors of Newcastle FPD. Therefore, the board members representing the residents of the dissolved Newcastle FPD territory will be in the minority. Protest proceedings Approval of the reorganization by Placer LAFCO would require protest proceedings as allowed under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (CKH Act). It has been recommended that the LAFCO Commission delegate responsibility for these proceedings to the LAFCO executive officer or the executive officer's designee, which will include a mailed notice to each landowner and registered voter within the affected territory (the Newcastle FPD) service area. Written protests may be submitted by registered voters within the affected territory during the protest period. The following thresholds would apply in valuing protests and determining next steps. Should fewer than 25 percent of registered voters residing in the affective territory and/or landowners holding at least 25 percent of the assessed value of land within the affected territory file written protests, the reorganization would be ordered without an election. Should at least 25 percent of registered voters residing in the affected territory and/or 25 percent of the number of landowners who also own at least 25 percent of the assessed value within the affected territory file written protests, the reorganization would be ordered subject to an election of registered voters to be held at a future date. If you are both a registered voter and a landowner within the affected territory (Newcastle FPD), you may file both types of protests. If you are a landowner and own more than one parcel, you must complete and submit a separate written protest form for each parcel. To be considered valid, written protests must be signed and dated during the official protest period, which began March 2, 2026, and ends at the conclusion of the protest hearing on March 25. LAFCO staff has tentatively scheduled a protest hearing for the reorganization at 4 p.m. March 25 at Newcastle Fire Station 41, located at 9350 Old State Highway in Newcastle. Notice for the protest hearing would be provided to landowners and voters in the manner required by law no fewer than 21 days in advance.
