Loomis to consider appointment of new town manager at next meeting

The Loomis Town Council will consider approving a contract offer for a new town manager at its next meeting on Tuesday, April 14. After a rigorous search, the recruitment team recommended Carl Simpson, currently the city manager for Jackson, to the Loomis Town Council. Simpson brings more than 30 years of public service experience in municipal government, law enforcement and community leadership. Simpson prioritizes open communication, responsive service and building trust with residents to foster a strong sense of pride and belonging – all qualities the Town of Loomis seeks in a town manager. "The council has been diligently working to find our next town manager, and we feel Carl is a strong fit, with small-town experience backed by more than 30 years in public service," said Mayor Jan Clark-Crets. "He is a dynamic leader whose strong work ethic, enthusiasm and values align with what Loomis needs. His collaborative leadership style will help guide the town as we continue building a strong future for Loomis. We're excited to have Carl leading our organization." Simpson began his career at age 19 in the United States Marine Corps as a military police officer and later served in the U.S. Army. He was a sheriff's deputy and then worked as a litigation analyst for the city of San Jose, building a strong foundation in public safety, accountability and local government service. During his career, Simpson has held key leadership roles in code enforcement and community development, including chief code enforcement officer for Sacramento County and code and housing enforcement chief for the city of Sacramento. In 2019, he joined the city of Dallas as director of code compliance and was later promoted to assistant city manager, where he oversaw major city services including sanitation, parks, animal services and 311 operations, with a focus on improving neighborhoods and quality of life. Simpson holds a bachelor's degree in political science from San Jose State University and a master's in public administration from the University of San Francisco, and he teaches leadership courses nationwide. If the Town Council approves the contract, discussions will begin for a start date.
