Rocklin Families Warn City's CEQA Shortcut Endangers Students at School Bordering Proposed Apartments. Parents at Maria Montessori Charter Academy (MMCA) and members of the Urban Ethics Coalition expressed deep concern today after the City of Rocklin issues a Notice of Exemption, a CEQA mechanism used to bypass full environmental review, for the proposed Sierra Wilds Apartment project located just one foot from two school property lines. Parents say the City's CEQA determination is disappointing, and may misapply CEQA Guidelines 15183, and fails to analyze site-specific impacts affecting more than 300 preschool through 8th-grade students. The project is scheduled to go before the Rocklin Planning Commission on April 21. Reliance on a 14-year-old EIR raises additional concerns. The City's determination relies on a 2012 General Plan EIR, a document prepared 14 years ago, long before current traffic patterns, population levels, school operations, or the proposed pedestrian connection existed. Parents argue that CEQA requires agencies to evaluate whether changed circumstances or new information trigger the need for updated review. Parents say the city may have misapplied CEQA, as they note this is confusing, 15183 is not an exemption but a streamlining provision that applies only when a project presents no peculiar, site-specific impacts beyond what was analyzed in a prior EIR. "Families deserve a transparent and legally sound site-specific review, especially when children are involved." Brandi Armstrong, parent and member of the Urban Ethics Coalition said. Parents say the City's own documents contradict the claim that no site-specific impacts exist, pointing to project-specific air quality modeling, noise measurements near the school, and construction-related analyses. Sensitive receptor impacts were not analyzed, MMCA is considered a sensitive receptor under CEQA, a category that includes schools and childcare centers where children are more vulnerable to environmental impacts. Parents say the City's determination fails to meaningfully analyze site specifics; Construction-related air pollutants (PM2.5, diesel particulate matter, VOC's) affecting young children. Noise and vibration impacts during school hours. Traffic and circulation conflicts during drop-off and pick up. Emergency access issues created by the project's design. The proposed pedestrian connection between the apartments and the school. Parking lots located within 10 feet of school play areas. Parents also note that the air quality report appears to assume the school is 400 feet from construction, when construction will occur within one foot of school property. Parents call for a legally adequate CEQA review as The Urban Ethics Coalition is urging the City to; Withdraw the Notice of Exemption. Prepare an Initial Study to evaluate site-specific impacts.Conduct a full CEQA Environmental Impact Report. Analyze sensitive receptor impacts, Safe Routes to School issues, air quality, noise, traffic, and cumulative impacts.Provide a clear public explanation of the legal basis of its CEQA determination. Ensure families have meaningful opportunities to review and comment on environmental documents. Parents emphasize that CEQA is not intended to stop development, but to ensure transparent, lawful, and evidence-based decision making, especially when children's health and safety are at stake. Background Information: MMCA purchased roughly 3.4 acres from the Episcopla Diocese in 2007. (Later adjusted to about 3.82 acres.) For more than 19 years, MMCA and St.Augustine collaborated on land use, shared facilities, and long-term planning. This collaboration included MMCA sharing its school with the church for four years before the church was built, a Community Garden intended for both parties, and a shared permanent storage area. Both organizations discussed additional joint development collaborations over the years, including a potential community center in October 2023. In mid-2024, the church completely surprised MMCA when it told the school that it needed to sell its remaining 4.67 acres due to a 'fiscal crisis.' The buyer proposed an affordable-housing project on land historically considered part of MMCA's future expansion area. The City of Rocklin rejected the initial application in December 2024, for inconsistency with the General Plan. In Spring 2025, the developer obtained a letter from the California Department of Housing and Community Development challenging the City's interpretation and resubmitted the project. In August 2025, the Rocklin City Council voted 3-2 to rezone the property to Multi-Use, allowing the project to proceed.
