Roseville pavement survey adds 45 miles of study

Due to accelerating development, city officials last week added another 45 miles of Roseville roadway to the pavement survey this season. The Roseville City Council approved a contract amendment April 15 with Stantec Consulting Services to provide 45 more miles to the study. The added miles were not included in the initial proposal, and the roadways were identified after the survey began last year, staff said. The Public Works Street Maintenance Division has been using Stantec software for more than 25 years to track the pavement quality index rating of city streets. Roseville roads are rated for condition, distress and pavement smoothness every three years. The last city-wide assessment was in 2023, when Roseville scored a high 74 in the overall Pavement Condition Index, or "Very Good." Using road matrix software, the data helps staff prioritize future road repairs. With adequate funding, the goal is to place the right treatment on the right street at the right time to maximize the life of street pavement, staff explained. The scope includes project initiation and setup, street survey of public streets, data collection and processing, rating and quality assurance/quality control, uploading into Road Matrix, and analysis and reporting. The original contract purchase last October was for $109,565 to survey 615 miles of Roseville roadway. The amendment increases the contract by $5,895 to a total of $115,460. Stantec notified city staff the survey miles were 660 miles. The additional 45 miles of survey data was a result of growth and includes new street segments added since last time. Funding will come from the highway users tax fund and no general fund resources will be used for the project, authorities said.
