50 Years Ago Population 3,179 (U.S. Census 1960 and 1970) WPUSD Trustees of the Western Placer Unified School District want a building moratorium on a previously proposed high school site while it takes a look at future school building site needs. The moratorium, according to the motion made by Trustee Dennis Wyatt and seconded by Trustee Virginia Bess, would only be until the district has a chance to discuss future school building sites at a special meeting to be scheduled "around June 1." The vote came on a 3-2 split, with Board Chairman Lee Springer supporting the motion and Trustees Kelsey Spoor and Stan Nader opposing it. Prompting discussion of school sites was an environmental impact report (EIR) for Valley View Estates Units 3, 4 and 5, which, when completed, would involve construction of 300 dwelling units, comprised of 104 single family residences, 23 duplex lots and 150 apartment units. The area proposed for apartment unit construction lies on a 12-acre parcel which the school district had hoped to purchase from owner Charles Joiner. Joiner had at one time stated he would hold off from building on the area pending the outcome of the school district's bond issues. The two bond issues were rejected by district voters. Joiner's 12 acres and six plus acres in other ownership would be within the building moratorium the district is seeking. The district already owns 20 acres in the area and the combined acreage would meet state suggested criteria for a new high school to house 1,500 to 1,800 students. The land is located northwest of the present high school campus. Joiner's 12 acres lie to the west of the O Street alignment. In response to a question from Wyatt, Hoffman stated the district was "not recently" committed to a site, but the site under discussion was the one proposed in the two unsuccessful bond issues. A similar previous motion proposed by Spoor and seconded by Nader suggested establishing a building moratorium on the site proposed in the bond issues until a demographic survey being prepared for the district is completed or such time as the community decides "whether that's the site." Spoor and Nader later withdrew the motion and Spoor suggested requesting District Superintendent Orrin Hoffman seek advice from the Lincoln Planning Commission on "what procedures could be taken." Spoor apparently withdrew his motion because "we seem to be in conflict over the site…there's no point in further discussion." Board members, following the same 3-2 vote pattern, also moved to declare that the proposed Valley View development would have an impact on the local school system. Noting that the EIR indicates the proposed development would add 400 students to the school system, Wyatt stated "there's no way we can have school buildings ready for these children." He also pointed out that the City of Roseville had delayed subdivisions on the basis of their impact on school facilities and that he was concerned with maintaining the level of education now available in the local schools. "I suggest we go on record against the EIR and then we can prepare for a bond issue," he stated. Wyatt was, however, pessimistic about successful passage of a bond issue. Spoor was of the opinion that the board should not endeavor to stop growth in the community and Nader opined "If people see the need – they will vote for a bond issue." 75 Years Ago Population 2,410 (U.S. Census 1940 and 1950) Trees The shade trees which line our streets have always been a source of pride and received favorable comment. But it has been a struggle to keep destroying the pests on the elm, Oriental planes and ash trees. The members of the city council, present and past, have endeavored to get the best information possible as to the best way of eradicating the ash tingidae, red spiders, elm leaf beetle and other insects that damage the trees. Each year at considerable expense, trees have been sprayed two or three times. Recently, at the request of Mayor C.J. Hughes, W.H. Wilson, Agriculture Commissioner of the Placer County Department of Agriculture, came to Lincoln and carefully inspected the trees in company with Howard Mikaelsen, city employee. It was found that the ash trees were practically defoliated from the work of the ash tingidae and the elm leaf beetle just beginning to emerge and damage the elms. The sycamore and Oriental plane trees were susceptible to a disease called gnomonia veneta. Wilson prescribed the necessary solutions to be used and the city employees will continue spraying the trees as soon as materials are available. City Council Possibly one of the most feasible plans to come out of the tangled city water problem was presented Tuesday night when Engineer Reitter brought forth a plan for constructing the storage and filtering system. In general, the idea would be that of using No. 1 reservoir for principal storage and by-passing reservoirs No. 2 and No. 3. The flow of water from the top reservoir through the cleaning processes would be cared for almost entirely by gravity. As outlined by Mr. Reitter, the water would run from the reservoir to a pre-treatment, or oxidator tank. At this point, chemicals would be fed into the water from feeders housed a short distance above the tank. The water would then go through filters and on into the main transmission line. Just after leaving the filters a certain amount of the water would be pumped back up the hill and stored to use in cleaning the filtering units at certain intervals. This last operation would be the only pumping needed in the system. The engineer also presented a plan which would care for any added expansion in the town's population. The system could be so constructed that reservoir No. 3 would be available for storage at a future date, with a minimum of work. Mr. Reitter estimated his plan would give the city a system capable of delivering 2,000,000 gallons of water daily. Wool Some 8,000 fleeces have been received by the Placer County Farm Bureau Wool Pool during the past two weeks, including that which has come in today, according to Walter Wiswell, president of the pool. These fleeces equal 60,000 pounds of wool. The wool pool will receive at least one more day, although no definite date has yet been set. The organization is receiving and storing the wool in the local fruit packing shed at the corner of 4th and G Streets. The wool is to be stored here until the market settles and then auctioned off with the highest bids taking the accumulated fleeces. The pool, which is in its third year, has used the packing house for storage during all three years. Mr. Wisell said that the present crop almost doubles that of the first year when some 4,000 fleeces were received. He noted that this year's crop has proven satisfactory although the wool is not quite as heavy as that of last year. 100 Years Ago Population 1,324 (U.S. Census 1900, 1910, and 1920) Board of Trustees City Engineer Charles E. Sloan of San Francisco presented plans and specifications and estimated costs of improving and extending the sewer system. The matter of financing the work was discussed at length and upon the advice of Mr. Sloan, it was deemed best business to call for a bond election for approximately $30,000 to be used in said improvements and extension. The matter was laid over until the June meeting in order to give the Board more time to consider what particular improvements and extensions are most necessary. The high school swimming team presented a request for a special rate for practicing swimming in the pool at McBean Memorial Park. The request was granted and the rate of $1.00 per day for the team of ten swimmers was granted. Thank you for reading! MBO
