1 YEAR AGONov. 19, 2009 – School upgrades soon to be completed – Lincoln High School improvements will soon be completed. That's according to Cathy Allen, the Western Placer Unified School District's assistant superintendent for facilities and maintenance services, at Tuesday night's school board meeting. The "majority" of the work" on Lincoln High School is "wrapping up" she said. That work included five new classrooms, two of them science classrooms; and restroom modernizations. There was also work done to improve the appearance of the school, such as a new marquee and a wrought-iron fence to replace the chain-link fence around the school. Allen told the News Messenger Wednesday the entire project is "overall 75 percent done." She said the work had started the day after school got out in June.10 YEARS AGONov. 16, 2000 – Lincoln City Council has busy night – The Lincoln City Council information packet was huge – more than 700 pages long. A better description might be that it was at least 700 pages tall when sitting atop a table. The meeting itself, however, was surprisingly short: Just a little more than three hours long. There will be only one more full meeting of the current council on Nov. 28. This might be why they want to get through so many items.Water users in Lincoln should anticipate an increase in their water bills – possibly early next year – if the new council decides to do it. The current council opted against taking any action on the matter, but some members did make a big point of stating that the city has been in the red in providing its residents and businesses with water service, according to city staff. The amount $300,000 annually beginning last fiscal year. The money has been coming from the general fund to make up the difference, Mayor Don Noyes emphasized.20 YEARS AGONov. 22, 1990 – C.C Coppin announces first quarter honor roll – Students at Carlin C. Coppin Elementary School received certificates on Friday to recognize their achievements as honor roll students for the First Quarter. Sixth graders in Carolyn Nelson's class – Dustin Allen, Alicia Babb, Teddy Dillingham, Bryan Jackson, Joe Schaeffer, Stephanie Erickson.50 YEARS AGONov. 17, 1960 – Heavy Winter Storm Strikes – Mr. Weatherman pulled out all the stops last weekend as storm followed on the heels of storm to drench the Sacramento Valley and Northern California. Gusty winds, torrential rain, hail, thunder and lightning, all swept the valley, while snow fell in higher elevations, closing some of the mountain passes.A total of 2.12 inches of rain fell here during the weekend storm, brining the season's total since July 1 to 3.23 inches. Normal to this date is 1.95 inches. The rainfall to this date in 1959 was 1.81 inches, and in 1958, 1.05 inches. City crews were kept busy clearing leaves blocking drop inlets into storm drains. City Manager Russell W. Draper said the heavy rainfall pointed up the effectiveness of the F street drain installed by the city last year, in taking care of storm water.75 YEARS AGONov. 21, 1935 – Ed's Slants On The Day's News – It should be open season on fathers who are so brutal, that is, are so near the ape species, as to want to abuse their daughters or sons either who have reached and almost reached their majority. Down in Virginia the other day, a young woman, 21, was sentenced to prison for twenty-five years because she protected herself from her father who had become enraged, because she had stayed out late with her "boy friend." She struck him on the head with the heel of her shoe and he died from the effects of it, too bad he hadn't died before he had a daughter. Another father up in Indiana or somewhere in the United Stated, was guilty of beating his 14-year-old daughter with a "blacksnake" whip, if you would what that is, and when he was sentenced to the same punishment or go to jail for eighty days he took the jail as he said he could not stand such a whipping as he had given his daughter, it might kill him – he should have had the whipping, and let it kill him.
