100 years ago: Poppy sale supports disabled veterans

50 Years Ago Population 3,179 (U.S. Census 1960 and 1970) Water That's what the citizens steering committee for the Lincoln general plan has tentatively determined as being the major limiting factor on future growth. According to vice-mayor Nello Stefani, who was present at the committee's meeting on Monday, the city is nearing capacity on its existing water system. "We've just about topped our system," noted Stefani. He added looping may help to add capacity to the current water supply. "We've got to conform with the fire code," he pointed out. "On days hotter than this (Monday was 95 degrees) our pressure drops from 85 pounds to 35 pounds." Stefani also expressed his dissatisfaction with the Placer County Water Agency for failure to carry out promises made 10 years ago to deliver ample water to Western Placer as well as recent cutbacks in the water system improvement projects approved by the 1974 bond passage. Stefani stated Lincoln was receiving no more water now than before except in the future it may be treated. He stated originally the agency informed the council when they were trying to solicit support for the bond issue that a new pipeline would be installed along Highway 65 from Roseville to Lincoln and out to the airport to add capacity to the present system. Charles Joiner, a land owner, asked Stefani whether or not the city was planning to develop the airport and if so, how were they going to obtain the necessary water. Stefani replied that he felt the only alternative was wells, though Robert McDonnell, a rancher in the area, stated good wells were hard to come by around the airport. Joiner suggested the possibility of utilizing the estimated 400,000 gallons of water which will eventually be treated at the wastewater treatment plant for industrial use at the airport. He also asked whether or not the city had looked into the possibility of obtaining water from Auburn Ravine. Stefani replied in part by indicating he thought water diverted by the PCWA into the Ravine and pumped out by Lincoln would be a more viable solution to assure water for future growth. Terry Sturgis suggested the city offer an incentive to industry to help install a line to the airport. In discussing the potential of Lincoln Airport, planner Robert Gray indicated approximately 5 to 25 jobs are created with every acre of industrial land which is developed. He stated he felt 350 acres of industrial operations would generate 5,000 jobs and a possible addition of 10,000 to 15,000 people to the city's population. Gray noted the wastewater treatment plant could, with modifications, handle a population of 9,000. With this population gain he stated there would be a need for two new elementary schools while 14,000 additional people would require three more elementary schools and a second high school. The committee also started work on determining the exact nature in which they would like to see the business community take shape. Gray used a formula of five acres of retail space, parking, storage and other related areas are needed for every 1,000 persons served. If Lincoln is to go with the concept of expanding the central business district, growth would probably be hampered on the west by the railroad tracks and on the north by Gladding, McBean & Co. Gray indicated two local directions for expansion would be between McBean Park Drive and 1st from G to E Streets, and along McBean Park Drive and 5th Street to East Avenue. The committee also developed a list of draft goals in their order of priority. Listed as number one was the retaining of the residential atmosphere of the city and easy accessibility of schools and parks. Next is the retaining and protection of the industrial tax and employment base and the expansion of the central business district to serve the main portion of retail needs of the people in and around the city. Number three was the protection of the airport from urban encroachment. Priority number four consisted of preserving agricultural open space on the perimeter of the city, restricting urban development to within the city limits and to areas which can be most economically served by utilities. The final goal is to retain and protect natural resources such as the clay deposits as well as the natural environment and quality of water in the Auburn Ravine. 75 Years Ago Population 2,410 (U.S. Census 1940 and 1950) Memorial Day Members of local veteran's organizations are to hold Memorial Day services next Wednesday at the Lincoln and Sheridan cemeteries. Those participating in the services will form at the Veterans Memorial Hall about 9:00 a.m., and march from there to the local cemetery. Following services there, the veterans will go to Sheridan by car for similar services. It is urged that all veterans, whether they are members of a Post or not, meet at the hall to participate in the service. Services by the organizations will include salutes by firing squads in memory of all the war dead of this area. Commander Lupe Martinez, of the James E. Fowler Post, pointed out that the salute will be fired only once at one place in each cemetery but will be dedicated to the memories of all veterans who are buried in the cemeteries. Lee Lowry, Commander of Lincoln Post, 3010, V.F.W., and Martinez will be in charge of the services. Members of the James E. Fowler Auxiliary and Lincoln Auxiliary will place wreaths on the graves of veterans. Services in the Lincoln cemetery will commence about 10 a.m. Note: This year Memorial Day is Monday, May 25. PlacerCountyVeteransMonument.org. 100 Years Ago Population 1,324 (U.S. Census 1900, 1910, and 1920) Memorial Day The American Legion is endeavoring to make the observance of Memorial Day this year general throughout the community. All stores and factories will close their doors for the day. Services will be held at 9 a.m. on Monday, May 31, in the Civic Auditorium. An out-of-town speaker has been secured and music will be provided by the school. Following the service a parade will form and proceed to the cemetery, where the graves will be decorated and a rifle salute for the dead will be fired. The Legion boys will spend the evening of Thursday, May 27 in cleaning the graves of all veterans. Since the Post has been formed, the boys have never allowed the graves to be untidy. Poppies During the week preceding Memorial Day the American Legion Auxiliary will conduct its annual poppy sale. The Flanders poppy was popularized by the American Legion and is distinctly connected with the Word War, being a memento of the red poppies growing on the graves of our boys in France. These poppies are made by disabled veterans who are receiving no government compensation and no government hospitalization. They are given three dollars per day for this work, and through this become self-supporting, and also assist in caring for dependents. Furthermore, the manufacture of poppies means mental occupation for many disabled men whose minds were affected by their service. This campaign, put on by our local auxiliary, deserves the hearty support of every man, woman and child in Lincoln and vicinity. Buy your poppies from the laddies. You will not only show your appreciation to those who are now denied the privilege of working and earning money, but you will do a lot for humanity. Show your goodness of heart; buy freely and be rewarded in satisfaction and conscience, for we owe it to the boys. Show your cooperation and wear a red poppy on Memorial Day.
