New affordable apartment community opens in west Roseville

A new affordable apartment community celebrated a grand opening on Wednesday, Oct. 21. USA Properties Fund held a ribbon-cutting ceremony for The Crawford, the latest affordable apartment complex to open in west Roseville, and is now leasing units to income-qualified households. The Crawford is located at 1130 Harvey Way, east of Fiddyment Road and behind the Raley's O-N-E grocery store on Blue Oaks Blvd; builders say it will give qualified residents access to housing near where they work, schools and other everyday services while reducing their rent burden. The 265-apartment community is close to highly rated public schools – including West Park High School – and dozens of neighborhood parks. Denio Family Park, with an oak tree-studded disc golf course and a large dog park, and the Placer Valley Soccer Complex are nearby. The Crawford is also close to several other large shopping centers and a new Costco warehouse that will soon be joined by Home Depot and Target stores. The Westfield Galleria, Kaiser Permanente and Sutter Health medical centers are about 12 minutes away. About 85,000 people live in west Roseville, a 57% increase over the past decade, according to the U.S. Census Bureau. "West Roseville has become one of the fastest-growing areas in the Sacramento region, with top-rated schools, plenty of shopping, and numerous recreational opportunities, from sports fields to walking trails," said Geoff Brown, President of USA Properties Fund. "The Crawford allows residents, many who may not be able to afford housing in the area, to enjoy everything Roseville has to offer." The Crawford offers one- to three-bedroom apartments at rents significantly below those at market-rate properties in Roseville, helping residents reduce housing costs and retain more of their income for other needs. Approximately 120 apartments are currently available for lease. "The opening of The Crawford helps make Roseville a welcoming city with safe, stable housing options for all members of our community," said Roseville Mayor Krista Bernasconi. "Roseville has long been a leader in supporting the development of affordable housing, and we remain committed to building our fair share." The Roseville Housing Authority provided eight project-based vouchers that reserve apartments at The Crawford for very low-income residents. The City of Roseville is one of a handful of partners on the $112 million public-private partnership. Bank of America is the tax-credit investor and construction lender. "Projects like The Crawford ensure that working families can afford to live locally to support the rapid growth," said CP Parmar, Bank of America President for the greater Sacramento region. "We proudly welcome hundreds of residents to their new home." ALMOST 1,350 UNITS RECENTLY COMPLETED OR UNDERWAY IN ROSEVILLE AND ROCKLIN The Crawford is the latest of several affordable communities recently completed or under construction in Roseville and Rocklin. Together, the developments will provide nearly 1,350 apartments. The county – including the cities of Auburn, Lincoln, Rocklin and Roseville – has a critical shortage of affordable housing, with about 8,000 low-income households unable to find an affordable home, according to the California Housing Partnership. And many renters, regardless of their household income, are cash-strapped because of fast-rising rents in the region. About three of every five renters are considered cost-burdened in the county, spending at least 30% of their household income on rent, according to the Joint Center for Housing Studies of Harvard University. Applicants to The Crawford must meet household income requirements ranging from 30% to 70% of the Placer County area median income. For a four-person household, that range is approximately $39,400 to $92,000. The 12-building community includes a clubhouse, fitness center, swimming pool, barbecue area, playground and on-site laundry facilities. It also provides 436 parking spaces — about 100 more than required — along with EV charging stations and 11 bike racks. Residents at The Crawford will also have access to LifeSTEPS, a social-services provider that offers numerous services, from after-school programs to healthy living and financial-planning classes. Residents will also be able to apply for assistance, if needed, through the JB Brown Fund, a program that offers college and youth sports scholarships and financial assistance for unexpected financial challenges, such as a health care emergency or job loss.
