Why permit a propane tank yard next to homes and school?

Someone already has a letter in the Sacramento Bee asking the obvious question, "Why did people build next to a propane tank yard?"Was it the home builder's fault? Did the Realtors fail to tell the home buyers? Did the tank yard appear after the homes were built? What kind of zoning is this? An even more pressing question is, "Who allowed the high school to be built there (front door seems to be about 250 feet from the potentially catastrophic propane car fire)? Or if, the high school was there first, vice versa."Just one more glaring example of decisions made by the sort of people whose leadership brought Lincoln's fire and police department to disaster. In spite of all the reductions, there is seeming indifference by some of the public who can almost be heard chanting, "Na, na, na, na, nah! No new taxes!"Guess who showed up at this incredibly dangerous site when the disaster happened? Thanks to Lincoln's finest, who deliver when needed.
